The visit marked the first by a Swedish government representative to Eritrea since 1993. During the visit, discussions were held with Eritrea\u2019s Minister of Foreign Affairs, Osman Saleh, as well as the Minister of Information, covering topics such as the bilateral relations between Sweden and Eritrea. The visit took place against the backdrop of recent releases of detainees in Eritrea. Photo: Milvi Olander. <\/em><\/figcaption><\/figure>\n\n\n\n<p>On Wednesday, Sweden&#8217;s Foreign Minister Maria Malmer Stenergard conducted a working visit to Eritrea&#8217;s capital Asmara. The Foreign Minister&#8217;s visit was the first visit to Eritrea by a Swedish government representative since Sweden recognized the country as an independent state in 1993.<\/p>\n\n\n\n<p>During the visit, talks were held with Eritrea&#8217;s Minister for Foreign Affairs Osman Saleh and the Minister for Information on bilateral relations between Sweden and Eritrea, regional development issues and issues related to peace and security in Africa and the Red Sea region. The Minister for Foreign Affairs also met Eritrea&#8217;s Minister of Information Yemane Ghebremeskel and Minister of Labour and Social Affairs Leul Gebreab.<\/p>\n\n\n\n<p>The visit took place against the backdrop of recent releases of detainees in Eritrea, including 13 prisoners released on 6 December and 98 members of banned churches released on 14 December. <\/p>\n\n\n\n<p>The talks were also held in light of the United Nations&#8217; call for Eritrea to release around 10,000 people whom the UN considers to be arbitrarily detained.<\/p>\n\n\n\n<p>In connection with the minister&#8217;s return, Dawit Isaak&#8217;s daughters Bethlehem and Danait Isaak issue the following statement.<\/p>\n\n\n\n<p><strong>STATEMENT by Betlehem and Danait Isaak<\/strong><\/p>\n\n\n\n<p>&#8220;Foreign Minister Maria Malmer Stenergard&#8217;s visit to Eritrea is welcome. It is a positive sign that the Minister has now chosen to publicly and directly engage in the issue of the fate of our father Dawit Isaak and that she has met with her Eritrean counterpart Osman Saleh to address his situation.<\/p>\n\n\n\n<p>We must assume that the Swedish Ministry for Foreign Affairs has received some form of assurance in connection with the visit that our father will soon be released. At the same time, serious question marks remain. Eritrea has not yet responded to the Foreign Minister&#8217;s request of 25 September to release our father on humanitarian grounds. The authorities continue to claim that he is alive, but despite repeated demands, have not provided an unambiguous proof of life.<\/p>\n\n\n\n<p>After 24 years in prison without contact and without trial, such proof is the least one can ask for. It is therefore deeply worrying and a great disappointment that Sweden once again failed to secure such a direct confirmation.<\/p>\n\n\n\n<p><strong>This impasse is unacceptable and must end. The cycle repeats itself: Sweden requests Dawit Isaak\u2019s release, Eritrea says that our father is alive \u2013 but delivers no evidence and no results.<\/strong><\/p>\n\n\n\n<p>The only thing we want is to be reunited with our father in Sweden. The question we continue to ask ourselves is: what is Sweden doing concretely to make this possible? The 10-meter-long canvas wall will stand prominently on Whitehall, directly opposite 10 Downing Street, from 10:30 a.m. to 3:00 p.m., serving as a powerful public art initiative to highlight ongoing human rights violations worldwide. HRS is thrilled to announce that the Edelstam Foundation, the Raoul Wallenberg Centre for Human Rights (RWCHR), Global Liberty Alliance, Eritrea Focus and Hostage Aid Worldwide are joining in support of this year&#8217;s event, amplifying the call for justice through their expertise and shared advocacy.<\/p>\n\n\n\n<p>This year&#8217;s Justice Wall builds on the success of previous events, including last year&#8217;s installation at the same iconic location, an unveiling at The Guardian Headquarters in May 2025, and an earlier appearance at the Council of Europe in Strasbourg in October 2024. It also draws from the partners&#8217; shared history of joint advocacy, such as recent statements calling for the release of Dawit Isaak and supporting his family&#8217;s demands for proof of life and immediate action. The upper section of the wall will feature original artwork by an independent artist, depicting emblematic individuals and symbolic themes that represent widespread injustices. Each illustration symbolizes not just personal stories but the suffering of thousands or even hundreds of thousands facing similar violations. The lower section will remain blank, inviting passers-by to write their own messages of solidarity, justice, and hope, transforming the installation into a collective call for change.<\/p>\n\n\n\n<p>Among the featured cases are those of Swedish-Iranian academic <strong>Dr. Ahmadreza Djalali<\/strong> Swedish-Eritrean journalist <strong>Mr. Dawit Isaak<\/strong>, and Swedish-Chinese publisher <strong>Mr. Gui Minhai<\/strong>, whose names and stories will be prominently illustrated on the wall to draw urgent attention to their plights.<\/p>\n\n\n\n<p><strong>Dr. Ahmadreza Djalali<\/strong>, a disaster medicine expert and researcher affiliated with Karolinska Institutet in Sweden, has been detained in Iran since 2016 on espionage charges widely regarded as fabricated. Sentenced to death in 2017, he has endured enforced disappearance, torture, and repeated threats of execution. Recent updates indicate he was moved from Evin Prison three months ago, with his first contact with family occurring only recently, confirming his return to Evin after stints in other facilities, including a military detention center and an unknown apartment. He continues to endure extreme physical and emotional stress, and reports indicate that his health remains critical. Swedish Foreign Minister, Maria Malmer Stenergard, has advocated for his release, but Dr. Djalali remains at imminent risk, symbolizing the broader persecution of academics and dual nationals in Iran.<\/p>\n\n\n\n<p><strong>Mr. Dawit Isaak<\/strong>, now 61, was arrested in Eritrea in 2001 at age 36 during a crackdown on independent journalism. He has been held incommunicado for over 24 years without charge, trial, or access to family, legal counsel, or consular assistance making him one of the world&#8217;s longest-imprisoned journalists. Eritrean authorities detained Isaak alongside nine colleagues in a brutal suppression of free speech following the &#8220;G15 purge.&#8221; Despite repeated demands from Sweden \u2013 including a recent meeting between Foreign Minister Stenergard and her Eritrean counterpart calling for his humanitarian release and for consular access \u2013 there has been no compliance, and more than two months have passed without any result. Mr. Isaak&#8217;s daughters, Betlehem and Danait, have publicly urged decisive action, with Betlehem stating, &#8220;If my father is alive, he must be rescued now.&#8221; International efforts, including sanctions filings against Eritrean President Isaias Afwerki by organizations like RWCHR, underscore the regime&#8217;s crimes against humanity.<\/p>\n\n\n\n<p><strong>Mr. Gui Minhai<\/strong>, a Swedish-Chinese publisher and co-founder of the Hong Kong\u2013based publishing house Mighty Current Media, was abducted by Chinese intelligence agents in Thailand in 2015 and later forced to deliver a televised confession under duress. Despite a brief, highly restricted release in 2018, Gui was re-detained by Chinese authorities and in 2020 sentenced to ten years in prison following a secret trial that violated all international due-process standards. His location and health remain unknown, raising grave concerns about his wellbeing. Swedish officials have repeatedly pressed for consular access, but China has refused all requests. During Swedish Foreign Minister Maria Malmer Stenergard\u2019s October 2025 visit to China \u2013 coinciding with the 10th anniversary of Gui\u2019s detention \u2013 Beijing again denied access.<br><br>The Justice Wall will also showcase other international cases, such as Hong Kong media entrepreneur Jimmy Lai, Georgian opposition leader Nika Gvaramia, Tanzanian politician Tundu Lissu, and Belarusian Nobel Peace Prize laureate Ales Bialiatski. Mr. Dawit Isaak \u2013 laureate of the 2024 Edelstam Prize \u2013 has been imprisoned without charge, trial, or access to his family, in violation of fundamental human rights and the principles of the rule of law.<\/strong><\/em><\/p>\n\n\n\n<p>Swedish-Eritrean journalist Dawit Isaak was 36 years old when he was arrested in 2001. Today, he turns 61.<\/p>\n\n\n\n<p>He has been held incommunicado for over 24 years without charge or trial, and without access to family, consular assistance, or legal counsel.<\/p>\n\n\n\n<p>Eritrean authorities rounded up Dawit and nine other independent journalists as part of a brutal crackdown on free speech and internal dissent. Today, he and his colleagues are the longest imprisoned journalists in the world.<\/p>\n\n\n\n<p>It has been a month since&nbsp;<a href=\"https:\/\/hostageaid.org\/foreign-ministers-demand-release-dawit-isaak\/\">Swedish Foreign Minister Maria Malmer Stenergard met with Eritrea\u2019s foreign minister<\/a>&nbsp;and demanded Isaak\u2019s release on humanitarian grounds. This ruling found that the enforced disappearance of my father and his journalist colleagues in 2001 meets the standard of \u201ccrimes against humanity\u201d and that a formal investigation of the charges against Eritrea&#8217;s leadership could and should proceed.<\/p>\n\n\n\n<p>Notably, the Prosecutor General\u2019s decision in 2015 came shortly after the adoption of a new law that in theory significantly strengthened Sweden\u2019s commitment to the principle of \u201cuniversal jurisdiction\u201d \u2013 the idea that every state has a duty and a vital interest in prosecuting crimes against humanity.<\/p>\n\n\n\n<p><strong>Why bother passing such legislation if Swedish authorities lack the will to apply it and refuse to act in a case that directly concerns the prolonged mistreatment and torture of a Swedish citizen?<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The statute affords Sweden with an important opportunity to protect and obtain justice for its own citizens. Just as importantly, it affirms both the legitimacy and the power of international human rights law.<\/p>\n\n\n\n<p><strong>My father, his colleagues and their families have endured unimaginable suffering.<\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong>Sweden cannot not remain silent. He remains the world\u2019s longest-detained journalist, together with his Eritrean colleagues. He has been held in incommunicado detention for 24 years \u2013 denied due process and consular access, as well as all contact with his family and legal counsels. &nbsp;<\/em><\/strong><strong><em><\/em><\/strong><\/p>\n\n\n\n<p><strong><em>The Edelstam Foundation, the Raoul Wallenberg Centre for Human Rights (RWCHR), and the Global Liberty Alliance strongly support Betlehem Isaak\u2019s call for the Swedish government to take decisive action on Dawit Isaak\u2019s behalf before it is too late.<\/em><\/strong><\/p>\n\n\n\n<p>***<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"aioseo-statement-by-betlehem-isaak-daughter-of-swedish-journalist-dawit-isaak\"><strong>Statement by&nbsp; Betlehem Isaak, daughter of Swedish journalist Dawit Isaak<\/strong><\/h3>\n\n\n\n<p>On September 10, 2025, I forwarded a set of questions to the Swedish Ambassador for Eritrea, Jenny Ohlsson. They address the most pressing issues that currently persist in my father\u2019s case.&nbsp; (Enclosure 1). So far, neither the Ambassador nor the Swedish Ministry for Foreign Affairs have responded to my request.<\/p>\n\n\n\n<p>My father has been imprisoned in Eritrea since September 2001. He is currently the longest imprisoned journalist in the world.<\/p>\n\n\n\n<p>Through the years, Eritrean officials have repeatedly told Swedish authorities that my father is \u201cfine\u201d and remains detained in Eritrea. <a href=\"https:\/\/www.regeringen.se\/rattsliga-dokument\/statens-offentliga-utredningar\/2022\/10\/sou-202255\/\">See link<\/a>. They have offered no proof for their assertions.<\/p>\n\n\n\n<p>In response, Swedish officials have stated publicly that \u2013 in the absence of any contrary information \u2013 they continue to assume him to be alive. They also emphasize that \u201cthe work continues undiminished to secure the release of Dawit Isaak.\u201d <a href=\"https:\/\/www.regeringen.se\/contentassets\/33f9f300f0d540949aa6c4ba82f2f1c2\/regeringsforklaringen-2025.pdf\">See link<\/a>.<\/p>\n\n\n\n<p>Nevertheless, Swedish officials refuse to share detailed information about his case, including when exactly they last demanded a verifiable proof of life, consular access, proper medical care or his immediate and unconditional release. They claim that any public advocacy on his behalf could jeopardize their efforts to secure his freedom. However, for nearly a quarter century now all efforts to resolve the case through silent diplomacy and behind-the-scenes negotiations have failed.<\/p>\n\n\n\n<p><strong>This state of uncertainty must end. <\/strong><strong>&nbsp;If my father is alive, he must be rescued now.<\/strong><\/p>\n\n\n\n<p>For twenty-four years, Dawit Isaak has been held incommunicado, with no contact to the outside world &#8211; conditions that meet the legal standard of torture, enforced disappearance and crimes against humanity.<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a> My father has never been charged with a crime and has yet to be presented to court of law. For more than two decades, our family has been left in a constant state of anxiety about his health, while my two siblings and I were forced to grow up without him. In all that time, the Eritrean regime has never incurred a serious cost for the horrendous crimes it has committed and continues to commit against my father, our family and the whole country.<\/p>\n\n\n\n<p>Both the Swedish and Eritrean governments retain legal obligations of care under international law, as stipulated, a. o., by the <em>Vienna Convention on Consular Relations<\/em> (1963); the <em>Covenant Against Torture<\/em>; and <em>Customary International Law<\/em>. All guarantee essential rights, such as the right to life, fair judicial proceedings, protection from torture, consular visitation and access to legal representation. Il est d\u00e9tenu au secret depuis 24 ans, priv\u00e9 de toute proc\u00e9dure r\u00e9guli\u00e8re, de tout acc\u00e8s consulaire et de tout contact avec sa famille et ses avocats.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>La Fondation Edelstam, Le Centre Raoul Wallenberg pour les droits de la personne (CRWDP) et la Global Liberty Alliance soutiennent fermement l&#8217;appel lanc\u00e9 par Betlehem Isaak au gouvernement su\u00e9dois pour qu&#8217;il prenne des mesures d\u00e9cisives en faveur de Dawit Isaak avant qu&#8217;il ne soit trop tard. &nbsp;<\/em><\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">***<\/p>\n\n\n\n<p><strong>D\u00e9claration de Betlehem Isaak, fille du journaliste su\u00e9dois Dawit Isaak<\/strong><\/p>\n\n\n\n<p>Le 10 septembre 2025, j&#8217;ai transmis une s\u00e9rie de questions \u00e0 l&#8217;ambassadrice de Su\u00e8de en \u00c9rythr\u00e9e, Jenny Ohlsson. Elles concernent les questions les plus urgentes qui persistent actuellement dans le dossier de mon p\u00e8re. (Annexe 1). \u00c0 ce jour, ni l&#8217;ambassadrice ni le minist\u00e8re su\u00e9dois des Affaires \u00e9trang\u00e8res n&#8217;ont r\u00e9pondu \u00e0 ma demande.<\/p>\n\n\n\n<p>Mon p\u00e8re est emprisonn\u00e9 en \u00c9rythr\u00e9e depuis septembre 2001. Il est actuellement le journaliste emprisonn\u00e9 le plus longtemps au monde.<\/p>\n\n\n\n<p>Au fil des ans, les autorit\u00e9s \u00e9rythr\u00e9ennes ont r\u00e9p\u00e9t\u00e9 \u00e0 plusieurs reprises aux autorit\u00e9s su\u00e9doises que mon p\u00e8re allait \u00ab bien \u00bb et qu&#8217;il \u00e9tait toujours d\u00e9tenu en \u00c9rythr\u00e9e. <a href=\"https:\/\/www.regeringen.se\/rattsliga-dokument\/statens-offentliga-utredningar\/2022\/10\/sou-202255\/\">Voir le lien<\/a>. Elles n&#8217;ont toutefois fourni aucune preuve \u00e0 l&#8217;appui de leurs affirmations.<\/p>\n\n\n\n<p>En r\u00e9ponse, les autorit\u00e9s su\u00e9doises ont d\u00e9clar\u00e9 publiquement qu&#8217;en l&#8217;absence d&#8217;informations contraires, elles continuaient de le supposer vivant. Elles ont \u00e9galement soulign\u00e9 que \u00ab les efforts pour lib\u00e9rer Dawit Isaak se poursuivaient \u00bb. <a href=\"https:\/\/www.regeringen.se\/contentassets\/33f9f300f0d540949aa6c4ba82f2f1c2\/regeringsforklaringen-2025.pdf\">Voir le lien.<\/a><\/p>\n\n\n\n<p>N\u00e9anmoins, les autorit\u00e9s su\u00e9doises refusent de partager des informations d\u00e9taill\u00e9es sur son cas, notamment la date exacte \u00e0 laquelle elles ont exig\u00e9 pour la derni\u00e8re fois une preuve v\u00e9rifiable de vie, un acc\u00e8s consulaire, des soins m\u00e9dicaux appropri\u00e9s ou sa lib\u00e9ration imm\u00e9diate et inconditionnelle. Elles affirment que toute action publique en sa faveur pourrait compromettre leurs efforts pour obtenir sa lib\u00e9ration. Cependant, depuis pr\u00e8s d&#8217;un quart de si\u00e8cle, tous les efforts pour r\u00e9soudre l&#8217;affaire par la diplomatie silencieuse et des n\u00e9gociations en coulisses ont \u00e9chou\u00e9.<\/p>\n\n\n\n<p><strong>Cette situation d&#8217;incertitude doit prendre fin. Si mon p\u00e8re est en vie, il doit \u00eatre secouru imm\u00e9diatement.<\/strong><\/p>\n\n\n\n<p>Depuis vingt-quatre ans, Dawit Isaak est d\u00e9tenu au secret, sans aucun contact avec le monde ext\u00e9rieur, dans des conditions qui r\u00e9pondent aux crit\u00e8res juridiques de la torture, de la disparition forc\u00e9e et des crimes contre l&#8217;humanit\u00e9<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a>. Mon p\u00e8re n&#8217;a jamais \u00e9t\u00e9 inculp\u00e9 d&#8217;un crime et n&#8217;a toujours pas \u00e9t\u00e9 pr\u00e9sent\u00e9 devant un tribunal. Depuis plus de deux d\u00e9cennies, notre famille vit dans une angoisse permanente quant \u00e0 son \u00e9tat de sant\u00e9, tandis que mes deux fr\u00e8res et s\u0153urs et moi-m\u00eame avons \u00e9t\u00e9 contraints de grandir sans lui. Pendant tout ce temps, le r\u00e9gime \u00e9rythr\u00e9en n\u2019a jamais eu \u00e0 payer le prix fort pour les crimes horribles qu\u2019il a commis et qu\u2019il continue de commettre \u00e0 l\u2019encontre de mon p\u00e8re, de notre famille et de tout le pays.<\/p>\n\n\n\n<p>Les gouvernements su\u00e9dois et \u00e9rythr\u00e9en d\u00e9tiennent tous deux des obligations l\u00e9gales de diligence en vertu du droit international, comme le stipulent notamment la Convention de Vienne sur les relations consulaires (1963), le Pacte contre la torture et le droit international coutumier. Tous ces instruments garantissent des droits essentiels, tels que le droit \u00e0 la vie, \u00e0 une proc\u00e9dure judiciaire \u00e9quitable, \u00e0 la protection contre la torture, aux visites consulaires et \u00e0 l&#8217;acc\u00e8s \u00e0 une repr\u00e9sentation juridique. De m\u00eame, ils imposent aux autorit\u00e9s \u00e9rythr\u00e9ennes l&#8217;obligation claire d&#8217;informer le gouvernement su\u00e9dois en cas de d\u00e9c\u00e8s ou d&#8217;incapacit\u00e9 de mon Det \u00e4r d\u00e4rf\u00f6r djupt oroande och en stor besvikelse att Sverige \u00e5terigen inte lyckades s\u00e4kra ett s\u00e5dant besked.<\/p>\n\n\n\n<p><strong>Detta d\u00f6dl\u00e4ge \u00e4r oacceptabelt och m\u00e5ste f\u00e5 ett slut. I dag fyller han 61 \u00e5r. Han har h\u00e5llits f\u00e4ngslad i isolering i \u00f6ver 24 \u00e5r utan \u00e5tal eller r\u00e4tteg\u00e5ng, och helt utan kontakt med sin familj, utan konsul\u00e4rt tilltr\u00e4de till eller juridiskt ombud.<\/p>\n\n\n\n<p>De eritreanska myndigheterna grep Dawit Isaak och nio andra oberoende journalister i ett brutalt polis\u00adtillslag mot yttrandefriheten och intern opposition. I dag \u00e4r han och hans kollegor de l\u00e4ngst f\u00e4ngslade journalisterna i v\u00e4rlden.<\/p>\n\n\n\n<p>Det har g\u00e5tt en m\u00e5nad sedan <a href=\"https:\/\/hostageaid.org\/foreign-ministers-demand-release-dawit-isaak\/\">utrikesminister Maria Malmer Stenergard tr\u00e4ffade Eritreas utrikesminister<\/a> och kr\u00e4vde att Dawit Isaak skulle friges p\u00e5 humanit\u00e4ra grunder. Hon beg\u00e4rde ocks\u00e5 att han skulle beviljas konsul\u00e4r tillg\u00e5ng. Det beslutet fastslog att det p\u00e5tvingade f\u00f6rsvinnandet av min far och hans journalistkollegor \u00e5r 2001 uppfyller kriterierna f\u00f6r \u201dbrott mot m\u00e4nskligheten\u201d och att en formell utredning av anklagelserna mot Eritreas ledarskap kunde och borde inledas.<\/p>\n\n\n\n<p>Det \u00e4r viktigt att po\u00e4ngtera att Riks\u00e5klagarens beslut 2015 kom strax efter antagandet av en ny lag som i teorin st\u00e4rkte Sveriges \u00e5tagande till principen om \u201duniversell jurisdiktion\u201d \u2013 id\u00e9n att varje stat har en skyldighet och ett grundl\u00e4ggande intresse av att \u00e5tala brott mot m\u00e4nskligheten.<\/p>\n\n\n\n<p>Varf\u00f6r anta s\u00e5dan lagstiftning om svenska myndigheter saknar vilja att till\u00e4mpa den och v\u00e4grar agera i ett fall som direkt r\u00f6r de l\u00e5ngvariga \u00f6vergreppen och tortyren av en svensk medborgare?<\/p>\n\n\n\n<p>Lagstiftningen ger Sverige en viktig m\u00f6jlighet att skydda sina egna medborgare och att s\u00e4kerst\u00e4lla r\u00e4ttvisa. Dawit Isaak har h\u00e5llits f\u00e4ngslad i isolering i 24 \u00e5r \u2013 utan r\u00e4tteg\u00e5ng, utan konsul\u00e4rt tilltr\u00e4de och helt utan kontakt med sin familj eller juridiska ombud.<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>Stiftelsen Harald Edelstam, Raoul Wallenberg Centre for Human Rights (RWCHR) och Global Liberty Alliance uttrycker sitt starka st\u00f6d f\u00f6r Betlehem Isaaks uppmaning till den svenska regeringen att agera beslutsamt f\u00f6r Dawit Isaaks frigivning \u2013 innan det \u00e4r f\u00f6r sent.<\/em><\/strong><\/p>\n\n\n\n<p><strong>Uttalande fr\u00e5n Betlehem Isaak, dotter till den svenske journalisten Dawit Isaak<\/strong><\/p>\n\n\n\n<p>Den 10 september 2025 skickade jag en upps\u00e4ttning fr\u00e5gor till Sveriges ambassad\u00f6r i Eritrea, Jenny Ohlsson. De r\u00f6r de mest angel\u00e4gna fr\u00e5gorna som fortfarande kvarst\u00e5r i min pappas fall (Bilaga 1). Hittills har varken ambassad\u00f6ren eller Utrikesdepartementet svarat p\u00e5 min f\u00f6rfr\u00e5gan.<\/p>\n\n\n\n<p>Min pappa har varit f\u00e4ngslad i Eritrea sedan september 2001. Han \u00e4r f\u00f6r n\u00e4rvarande den l\u00e4ngst f\u00e4ngslade journalisten i v\u00e4rlden. Genom \u00e5ren har eritreanska myndigheter upprepade g\u00e5nger sagt till svenska myndigheter att min pappa m\u00e5r \u201cbra\u201d och fortfarande \u00e4r frihetsber\u00f6vad i Eritrea. <a href=\"https:\/\/www.regeringen.se\/rattsliga-dokument\/statens-offentliga-utredningar\/2022\/10\/sou-202255\/\">Se l\u00e4nk<\/a>. De har inte presenterat n\u00e5gra bevis f\u00f6r sina p\u00e5st\u00e5enden.<\/p>\n\n\n\n<p>Som svar har svenska myndigheter offentligt uttalat att \u2013 i avsaknad av information som tyder p\u00e5 motsatsen \u2013 utg\u00e5r de fortfarande fr\u00e5n att han \u00e4r vid liv. De betonar ocks\u00e5 att \u201carbetet forts\u00e4tter of\u00f6rminskat f\u00f6r att uppn\u00e5 en frigivning av Dawit Isaak\u201d. <a href=\"https:\/\/www.regeringen.se\/contentassets\/33f9f300f0d540949aa6c4ba82f2f1c2\/regeringsforklaringen-2025.pdf\">Se l\u00e4nk<\/a>.<\/p>\n\n\n\n<p>Trots detta v\u00e4grar svenska myndigheter att dela med sig av detaljerad information om hans fall, inklusive n\u00e4r de senast kr\u00e4vde verifierbart livstecken, konsul\u00e4rt tilltr\u00e4de, adekvat sjukv\u00e5rd eller hans omedelbara och villkorsl\u00f6sa frigivning. De h\u00e4vdar att offentligt p\u00e5verkansarbete till hans f\u00f6rm\u00e5n skulle kunna \u00e4ventyra deras anstr\u00e4ngningar att f\u00e5 honom fri. Men efter snart ett kvarts sekel har alla f\u00f6rs\u00f6k att l\u00f6sa fallet genom tyst diplomati och f\u00f6rhandlingsarbete bakom kulisserna misslyckats.<\/p>\n\n\n\n<p><strong>Denna ovisshet m\u00e5ste f\u00e5 ett slut. Om min pappa lever m\u00e5ste han r\u00e4ddas nu.<\/strong><\/p>\n\n\n\n<p>I tjugofyra \u00e5r har Dawit Isaak h\u00e5llits isolerad, utan n\u00e5gon som helst kontakt med omv\u00e4rlden \u2013 f\u00f6rh\u00e5llanden som uppfyller den juridiska definitionen av tortyr, p\u00e5tvingat f\u00f6rsvinnande och brott mot m\u00e4nskligheten<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a>. Min pappa har aldrig \u00e5talats f\u00f6r n\u00e5got brott och har \u00e4nnu inte st\u00e4llts inf\u00f6r r\u00e4tta. I \u00f6ver tv\u00e5 decennier har v\u00e5r familj levt i st\u00e4ndig oro f\u00f6r hans h\u00e4lsa, medan jag och mina tv\u00e5 syskon tvingats v\u00e4xa upp utan honom. Under hela denna tid har den eritreanska regimen aldrig st\u00e4llts inf\u00f6r n\u00e5gra verkliga konsekvenser f\u00f6r de fruktansv\u00e4rda brott den har beg\u00e5tt \u2013 och forts\u00e4tter att beg\u00e5 \u2013 mot min pappa, v\u00e5r familj och hela landet.<\/p>\n\n\n\n<p>B\u00e5de den svenska och den eritreanska regeringen har enligt internationell r\u00e4tt juridiska skyldigheter att tillgodose skydd, s\u00e5som stadgat bland annat i Wienkonventionen om konsul\u00e4ra f\u00f6rbindelser (1963), konventionen mot tortyr samt sedvaner\u00e4tt inom internationell r\u00e4tt. Alla dessa garanterar grundl\u00e4ggande r\u00e4ttigheter, s\u00e5som r\u00e4tten till liv, r\u00e4ttvisa r\u00e4ttsprocesser, skydd mot tortyr,konsul\u00e4rt st\u00f6doch tillg\u00e5ng till juridiskt ombud. Dessa lagar medf\u00f6r \u00e4ven en tydlig skyldighet f\u00f6r de eritreanska myndigheterna att underr\u00e4tta den svenska regeringen om min far skulle avlida eller bli of\u00f6rm\u00f6gen p\u00e5 n\u00e5got s\u00e4tt.<\/p>\n\n\n\n<p>Jag uppmanar d\u00e4rf\u00f6r den svenska regeringen att utan dr\u00f6jsm\u00e5l kontakta Eritreas president Isaias Afwerki och beg\u00e4ra f\u00f6ljande:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dawit Isaaks omedelbara och villkorsl\u00f6sa frigivning samt \u00e5terf\u00f6rande till Sverige.<\/li>\n\n\n\n<li>Att hans exakta nuvarande vistelseort avsl\u00f6jas i v\u00e4ntan p\u00e5 hans frigivning.<\/li>\n\n\n\n<li>Omedelbar tillg\u00e5ng f\u00f6r oberoende medicinska experter att bed\u00f6ma min pappas fysiska och psykiska h\u00e4lsa samt f\u00f6rbereda hans s\u00e4kra hemkomst.<\/li>\n\n\n\n<li>Omedelbart konsul\u00e4rt tilltr\u00e4de och m\u00f6jlighet att kommunicera med sin familj.<\/li>\n<\/ul>\n\n\n\n<p>Om Eritrea inte uppfyller kraven f\u00f6re ett specificerat datum \u2013<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>S\u00f6ka hj\u00e4lp via tredje parter, s\u00e5som Europeiska unionen, F\u00f6renta nationerna, Afrikanska unionen och andra intressenter, f\u00f6r att s\u00e4kerst\u00e4lla Dawit Isaaks omedelbara frigivning och \u00e5terf\u00f6rande till Sverige.<\/li>\n\n\n\n<li>Vara beredd att \u00e5beropa alla tillg\u00e4ngliga internationella mekanismer, inklusive straff\u00e5tg\u00e4rder som inf\u00f6rande av riktade (Magnitsky-) sanktioner, frysning av tillg\u00e5ngar och konton, att upph\u00e4va den tv\u00e5procentiga tv\u00e5ngsskatt som Eritrea utkr\u00e4ver fr\u00e5n utlandseritreaner, att l\u00e4gga in veto mot utn\u00e4mning av eritreanska tj\u00e4nstem\u00e4n till internationella organ, indragning av bist\u00e5nd samt inleda brottsutredningar (enligt principen om universell jurisdiktion).<\/li>\n\n\n\n<li>Offentligt eskalera min pappas fall med anledning av Eritreas fortsatta brott.<\/li>\n<\/ul>\n\n\n\n<p><strong>Sverige m\u00e5ste visa att det finns en politisk vilja att agera med beslutsamhet.<\/strong><\/p>\n\n\n\n<p>Efter mer \u00e4n tv\u00e5 decennier har den svenska regeringen en juridisk och moralisk skyldighet att utt\u00f6mma alla bilaterala, regionala och multilaterala
